Some spaza shops are not small businesses, some are corrupt, oppressive, and promote crime

A few days ago, a well-off businessman named Abdul attempted to stab a member of the Newfields Village Anti-Eviction Campaign Community Representative Committee (CRC) when we went with other committee members to deliver a memorandum of understanding about Abdul’s corrupt and condemnable business practices in the Newfields Village community.
This is a sensitive issue, not because the community’s actions are in any way wrong or that Abdul’s practices are in any way acceptable, but because Abdul, a businessman who owns a large number of spaza shops in the Hanover Park area, also happens to be a Somalian. So we ask in advance that all journalists who would like to report on this issue, take care not to misrepresent the Newfields Village community.
Background:
Newfields Village, one of the public housing schemes controlled by the corrupt Cape Town Community Housing Company, is a tight-knit but poor community. Crime is relatively low in the area because, when residents moved in to the houses, they vowed to prevent any drug-lords, shebeens and gangs from entering the community. They have been able to do so because would-be crime bosses know the community is organised and know that they are not welcome. The Newfields Village community has vowed that if any unsavory or exploitative business enters the community (whether a drug house, a shebeen or a corrupt spaza shop), they will close it down. THE TRIAL of a former attorney charged with defrauding hundreds of Cape Flats families of millions was due to get under way today, five years after he allegedly fled the country.

Trial of attorney who stole R2-million from poor residents of Cape Town low-cost housing villages

The trial of attorney Mr C. J. Botman will take place on the 8th, 9th, and 10th of June, 2009 at Bellville Magistrates Court.
Mr Botman is being charged for steeling about R2-million from the residents of the 9 Cape Town Community Housing Company (CTCHC) villages. The lawyer had opened a trust account where residents paid their rent as they were boycotting rental payments to CTCHC. Somehow, Mr. Botman was able to swindle the money out of the trust fund and then flee the country.
Residents originally began boycotting CTCHC because the houses began to fall apart and the company began raising rents despite advertising low rents under R350. Mr. Botman stole the rent money from the same poor people who are now facing eviction for their rent boycott.
Over 1,000 families have been affected by the theft and residents of the 9 villages are organising a full bus for families who are testifying at the trial.

Newfields and Railway to meet CT Mayor and call for Moratorium on evictions in CTCHC communities
21 05 2009The Newfields Village and Railway communities are heading to the offices of Dan Plato, the new Cape Town Mayor to hand over 69 eviction notices and demand Plato call for a moratorium on evictions in all Cape Town Community Housing Company (CTCHC) areas.
The privatised government NGO has been attempting to evict the residents for years after they unfairly raised rents to almost triple the original amount, ended their rent-to-buy program, and let the housing project fall into slumlike conditions.
As former Mayco member for house, Mr. Plato knows the issues with CTCHC all to well. He has the power to put an end to these evictions and call for good-faith negotiations that would result in a fair rent-to-buy program.

Cape Town community housing company AGAIN fails to repair substandard houses, leaving us without doors and doorframes!

The Newfields Village community has once again been left in limbo by the Cape Town community housing company (CTCHC) which has stopped repairs to the defective Hanover Park houses, claiming it has no more money.
We are baffled by this because even though the city sold off its shares in CTCHC last year, it is still a public entity now owned by the National Housing Finance Corporation which falls under department of housing.
The national home builders regulatory council says it won’t issue certificates to say our houses are structurally sound because the doors and doorframes are falling apart.
At the same time we are expected to pay rent for these houses, which have always been structurally unsound and which continue to be unsound and unsafe for us.
We believe money was allocated for our house repairs, as a result of our long struggle (see history below).
So where is this money now?
We demand the proper house repairs we were promised.

Newfields CLO distances himself from CTCHC
2 02 2009On 21 January, contractors for Newfields council homes refused to complete remedial work on our homes. After last weeks progress meeting between the Community Liaison Officer (CLO) Gary Hartzenberg and Cape Town Community Housing Company (CTCHC), it was established that MEC Whitey Jacobs had refused in August 2008 to fund repairs to our doors, frames, electricity connections, floors, ceilings and firewalls and that the MEC requested CTCHC treat these repairs as part of owners maintenance. This contradicts what MEC Jacobs has put on record in meetings with representatives from the 9 CTCHC villages (Woodridge, Eastridge, Luyoloville, Railway, Philippi, Newfields, Mannenberg, Morgan’s Village and Royal Maitland). CTCHC did not inform the residents or the CLO about the MEC’s refusal until last week – six months later. The community of Newfields Village is extremely upset that they have been lied to and misinformed about the progress on fixing their homes.
Accordingly, the CLO, has forwarded a letter to the CTCHC which states that he is distancing himself from his duties as CLO for CTCHC because it is hiding relevant information from the community. CTCHC is attempting to coopt the CLO into working against the interests of the community and the CLO has refused to do so even if it means that he may soon be fired. Hartzenberg stated: “I will not be party to this. I will not support CTCHC as they attempt to cut corners during the necessary remedial program on our homes.”

Contractors refuse to finish Newfields council houses
21 01 2009It is with great disappointment and sadness that the committee and community of Newfields Village have realised that after December holidays work has stopped once again on the Newfields council houses – a project which has been mired in corruption and mismanagement since the beginning. The contractor (Jolinde Construction), the electricians, and the carpenters have all stopped work on the site even though renovations have not been completed. Despite the 6 hour meeting with Cape Town Community Housing Company (CTCHC) last year (with the purposes of sorting out communication and transparency), the Community Liaison Officer (CLO) still has no idea why renovations have been halted and whether or not contracters have already drained all the funds.
The main contractor has also devidated from the original specifications as per the painting of the houses. We have 112 units where the paint is already peeling since no primer were applied.
We, the residents of Newfields Village want to have full accountability and transparancy. We are requesting qualified and honest individuals to work on this project. The building inspector, Mr Withers Fisher, has failed dismally in his duties and we would like his formal qualifications because we don’t understand why CTCHC would hire someone so underqualified. The Forman, Mr Deon Hill is acting as the Paint Forman even though he only has qualifications in safety and security. We would like a qualified paint forman to work on this project.
The Newfields Community is sick and tired of corruption and mismanagement. If the government gave us the money, we would have the renovations done by now at a fraction of the cost. Newfields and Railway to occupy offices of corrupt CTCHC
28 11 2008Today, the 28th of November 2008, the residents and of Newfields Village and Railway council homes are heading to the head offices of Cape Town Community Housing Company as we speak. We are going to occupy the offices until the CTCHC explains the following to our satisfaction (which they have refused to explain to us previously):
- MEC Whitey Jacobs are holding onto R46 million until contractors clean up their mess with regards to the project.
- CTCHC CEO Informed the Standing Committee on Housing (Kent Morkel) that there is only R16 million left out of the R46 million that the MEC is holding onto. We demand to know what happened to the other R30 million allocated for the 9 council homes managed by CTCHC.
- The Community Liaison Official (CLO), the ‘Structure’ and the PSG alleges that there is no communication as promised from CTCHC. Contractors have threatened to leave by 12/12/08 even though the houses have not been completed. On the other hand, contractors have taken shortcuts with regards to the fixing of floors and painting of doors and walls. There has been malicious deviation from the original agreement/specifications of the doors (which are substandard) and the painting (which is not being done properly). None of these deviations have been made in consultation with the effected communities. The renewal of all structures are not getting done properly despite claims that the money has already been allocated to contractors.
- The MEC has given CTCHC 30 days to find common ground with communities – all to no avail.

Western Cape Housing MEC to inspect poorly built Newfields village houses tomorrow

The media are invited to join the Anti-Eviction Campaign tomorrow (Friday 12 September 2008) at 11am in Newfields Village, next to Hanover Park, Cape Town, as we host new Housing MEC Whitey Jacobs.
Jacobs has responded to our request to him that he come and inspect our houses.
We have been once again thrust into crisis by the government who, after agreeing to repair our poorly built flats, then decided to install plastic window latches.
Criminals are now having a field day in Newfields Village breaking off these latches and stealing our few prized possessions.
Below please find background information on our housing situation.
We note that the city of Cape Town announced two weeks ago that it is selling all its shares in the Cape Town Community Housing Company.
Gary Hartzenberg, Newfields Village Anti-Eviction Campaign Co-ordinator says: “The city is hellbent on running away from its responsibility to the people by privatising this housing company and this will be remembered at election time next year”.

BACKGROUND:
2 400 low cost houses were built by the Cape Town Community Housing Company (CTCHC) between 1994 and 2000.
Almost immediately after residents moved in, the rent they had been told they would pay (R300 per month) was hiked to about R1500 per month.
Simultaneously, the houses began literally falling apart - damp walls, inadequate foundations and poor plumbing and cracks in the walls started appearing.
The city, which owns the CTCHC, refused to do anything until the community embarked on a rent boycott.
The CTCHC houses are situated in Newfields Village, Manenberg, Philippi, Mitchells Plain and Gugulethu.
Finally after a five year struggle by the community, the National Home Builders’ Registration Council appointed an independent consultant to audit the houses.
The audit found houses with severe cracks, poor brick-laying, loose roof tiles, soil erosion, gaps between walls and door frames and rusting window frames.
The city has launched legal action against the contractors, who they say took short cuts, to determine why the 10 low-cost housing projects were so shoddily built.
The bill for the repairs so far has run to R90 million.
Despite this, new contractors doing the repairs are again taking shortcuts to maximise their profits and are installing pointless things like plastic window latches, instead of normal metal window frames and window latches.
The repairs have cost R38 000 per house so far.
What is tragic is that most members of the community spent their tiny life savings on trying to repair their homes once the defects started to appear.
The city is now decided to dump its responsibilities by privatising the CTCHC.
